multiple server 2003 licensing

Am I correct in assuming that 1 server 2003 cal will cover all 2003 servers in my organization for 1 user?

Say I have 50 users and 3 servers that used frequently during the day.
Will 50 user cals cover those 50 users connecting from their pcs and cellphones and home computers?

My thinking is that with 1 2003 user cal, I can hit my AD server, file-server and exchange and be licensed properly. (I know I'd need exchange cals)
 
If licensed per user, then yes...50 per user licenses covers all servers in your domain.

I'm Certifiable, not cert-ified.
It just means my answers are from experience, not a book.
