Multiple Print Server Problems

When the NT Print Server is rebooted the DLC port is missing.
Expected corrupted dlls on the print spooler so reconfigured a new server and DLC port still disappears. The print spooler is starting to fill up again. The printers
that have jobs spooling are connected to Lexmark and HP print servers are having problems to no printing to very slow printing. The other NT printers are functioning normal.
Why is the DLC continually disappearing.
