It's the "Indent" option in the popup menu wizard.
In the menu wizard's menu item list, add both your initial menu item and your submenu item. Then select the intended submenu item from the list, and click on the rightmost of the two buttons at the top of the wizard window (it'll be highlighted in blue). Click "Next," select the formatting options you desire; click "Finish." Export the file, test in browser, enjoy.
