Currrently, we have one T1 line and one network. New mision directives require us to add two new networks and share the T1 line between the three networks. What is the best solution to accomplish this with a minimal amount of effort. I am open to all suggestions. Thanks in advance for your assistance.

You could use a router (either a server or hardware appliance) to implement Network Address Translation and create three private networks that route out your single t-1 (did it come with a class-c address range, or some number of ip addresses?). Also, you could set up a programmable switch and implement vlans with the switch. Either solution should be reasonably cost-effictive and make the most use of what you have.

We have a range of about 10 ip addresses. What I'm proposing is this: we have a router connected to the T1 line, behind the router will be a swithch, of the swithch I will assign the three firewalls one of the public ip addresses. I will then run NAT behind the firewalls to the three networks. Will this configuration work? Will they be able to send mail between the networks?
That configuration sounds usable to me. If you make sure you configure the correct rules for access between the firewalls, then you shouldn't have a problem with e-mail or whatever other services need to cross. I'm assuming you already have the three firewalls and are planning on running each network on it's own set of switches. If you don't and you aren't required to have separate firewalls, going with BigOrange's suggestion is cheaper and easier.
