I'm trying to install two PCI modems in an NT 4.0 server. I made one work, but the other would not. I assigned one to Com2 and the second to Com3. Soon I thought I must have a bad modem so I pulled out the modem that was working and attempted to work with only the suspect device. It still would not work so I replaced it and installed the new one. Same problem. Therefore, I reinstalled the working modem and now it doesn't work. NT doesn't recognize the existance of Com3 and I've now realized I had the on-board Com2 port enabled. I have connected an external modem to the Com2 port but cannot get the Com3 port to work. NT does not recognize the modem when looking for new hardware and Com3 is being disabled upon startup because NT thinks Com3 isn't a valid com port.
I know the above is vague but I really don't know where to start.
In the BIOS settings disable all external com ports that are not being used. Manually address the modems if they are PNP. preferably modem 1 Com3 IRQ4 modem 2 Com4 IRQ3 Remove all modems from NT and reboot. if you are using a serial mouse you will want to avoid using the same Com port, or IRQ. If you are still having problems let me know and include the modem types and other devices.

By external com ports you mean on the motherboard devices? That's currently the only com devices I have save for the one PCI modem currently installed that doesn't work. Where are your suggesting I manually address the PCI modem? Are you referring to the Control Panel->Ports settings or in the BIOS itself? I am using a serial mouse on Com1.

Use the BIOS to disable all com ports. Then manually address your modems. Then restart NT and install the modem drivers. the ports should reappear generated by the hardware of the modems even with the motherboard com ports turned off. What kind of modems are you using?
