Multiple Modem configuration nightmare

It's an NT 4.0 (SP 4) & SBS Dell 600 Server with about 20 users connected. The only thing running on it is a databse application program (there is another Novell server being used for login and file sharing, and is off limits for adding anything).
Anyhow, COM 1 is built-in (only 1 built-in serial port is on this machine) and is being used for the UPS serial port. An ISA modem (with jumpers) was installed as COM 2 for Faxing (there is only 1 ISA slot). Later, (because of high volume faxing) another modem, a PCI jumperless ('Conexant', possibly from Dell) was installed as COM 3 and "pooled" with COM 2 for faxing.
It all worked fine. Now they want a modem installed for light internet access by a couple of individuals. Since there are no ISA slots available, another PCI modem is the only choice. After trying several that were sitting around, I could not get 1 configured properly. So I purchased a new USR 56K Pro PCI for NT. It won't install either. The instructions tell you to run the supplied setup program for NT 4. It fails, saying 'no modem detected'. So I 'manually' added a new COM port (#4) then manually installed a new modem configuration using the supplied driver. It said it worked, but when rebooted, Event Log reports errors with that port and COM 3 already installed. I tried numerous combinations, but nothing seems to work. It looks like NT has a problem assigning address & irq's to all those ports. Any suggestions?
