Multiple Mail Accounts for multiple Users

I am running Outlook 2000 SR1 with Windows 2000 SR1 and have set up the following two users in the following sequence
1) User A- Internet Email user. Multiple Email Accounts.
1.1) Could choose using which account (and its associated SMTP server and email address, etc.) to use.

2) Created Windows User B
2.1) User B created as using Corporate email (i.e. Exchange only)
2.2) Configured exchange server/mailbox name. set up to access only Exchange
PROBLEMS!!-
3) Now that Outlook has Exchange congigured, when User A log on to use Outlook, the tools menu has changed (No Tools->Accounts any more, but Tools->Services, with old Internet Email account here).
3.1) Now, User A can't choose with which email to use (Send using...)
3.2) The only way to get around 3.1 is to manually go to tools->Services->Delivery, and move to the top the account I want to use to send mail!
3.3) Is there a way to choose with which account to send SMTP mail OR like Outlook Express choose the FROM: email address to use to denote which account to use?
