multiple Lucent pci modems install error

Has anyone come across issues trying to install multiple internal pci modems w/ W2K Server?
I'm trying to install 3, but the OS only recognizes 1.
They're all the same make & model, and the drivers have loaded successfully, but when I go into Device Manager, I see the other two modems w/ a yellow exclamation mark, and under the General Tab in Properties, the device status shows "The device cannot start. (Code 10)

Looks like resources conflict.
You can try something, but I'm not sure it will work. The idea is that in Windows 2000, the serial port resources are not sharable.
You can change this setting to 1 the following key:
HKLM\system\Currentcontrolset\services\serial\permitshare.
