Multiple Line Effect Question

i remember making an effect before on cs where i make a single line and using an effect(?,filter?) it creates multiple line flow similar to this image

not that i upgraded to cs2, now i can't seem to find that action effect. yes copy paste is nice, but it's bothering me that i can't find or remember how i did it. i would gladly appreciate any help. thanks a lot!
