How can I display characters from different character sets on the same HTML page?

I have a list of countries and alongside each country I would like to show the country name in the native language

for example:

Russia (??????)
Spain (España)

If I set the charset to windows-1251 (to support the cyrillic characters) then the [red]ñ[/red] does not display correctly.
