Multiple hyperlinks and zoom in map

I haven't used Flash before and downloaded a trial copy of
Adobe Flash CS4.
I have two questions regarding a map.

1. Hyperlinks
I have a map of US with some agency specific links across different states. I need to add hyperlink to a star in the state. A state can have multiple stars. I have a jpg file. Can I do it in Adobe Flash CS4? (I could do it in Frontpage imagemap but couldn't get the zoom part, to zoom into a state and with hyperlinks still functioning).

2.Zoom
I need to be able to zoom in and zoom out of a particular state with the hyperlinks still functioning

Any help would be great
