Multiple forms in one

I have a navigation bar with a toolbar that has save, new, etc. I have about 20 templates that will be selected and launch objects just below the nav bar. I am trying to do this by creating the nav bar on a form then loading each template as a form just below and docked in the nav form. I can't seem to get this to work. Is there a good way to do this? Basically there is a drop down box on the nav bar. When the user selects the template name from the drop down, the template below will change. I was going to do this with a page frame but this will not work since my supervisor wants more than one person working on the templates. Any ideas?

Toolbars can't be attached to forms, except for a top-level form. So I think you need to rethink your design.

So you collect all the templates, then copy-and-paste everything from each one to a separate page, along with the code attached to the controls.
The code they wrote for the form as a whole will have to go into DO CASE...

Or call a new (template) form after the selection and hide the first one.
 
Thanks for the comments. I ended up creating a visual class with my nav bar (toolbar with some global drop downs.) Then I created a visual class of form type with the nav bar on it. By changing my default form on the nav bar to the new template I can create new templates and in the nav/toolbar class I simply drop down and select the template and the code closes the current template and opens the selected form template. Works great. This will allow multiple people to work on various templates as needed.
