multiple floppy drives

One of my students has a P-133 with Win 95 and wants to install two 3.5" floppies. Physical installation completed but computer won't recognize both drives and only reads "A" drive and shows them as A & B drives in Windows Explorer. How can he get it to recognize both. Both are on the same data cable.
 
CMOS setup for both? Drive light staying on? Both drive lights on at the same time?
Once cmos is setup, next boot should show both and drive lights should light and drives seek if seek on floppy is selected. Double check for ribbon being a pin or a row off on connect on the one not being seen.
