Multiple External HDD drive letter trouble

I currently have 2 USB HDDs that we use on a rotation to backup data on the server. The problem I'm having is during the switching of the drives. HDD 1 is connected as L and stores the backups from one week. When I go to connect the other drive (HDD 2) for the next week of backups (also formatted and told to use the same drive letter) it will not show up as L even though the other drive is disconnected. Instead it shows up as G. Now, when i go to Disk Management and change the Drive letter back to L its fine, but when I switch drives again....HDD 1 then shows up as G. Why cant they just both show up as L? I'm not going to Disk Management every time to change the letter.

The reason why im so frustrated is because I have another identical server and another identical set of HDDs that work. Why wont the other one do the same?
 
im sorry but that has absolutely nothing to do with my problem.
 
i am not adding anything to the system considering i have an identical setup that works perfectly.
 
this jumps out at me....

USBDLM isn't a wonder tool. If Windows has problems with USB drives then USBDLM cannot fix it.
