Multiple environment setup in a single server with cognos installed

Is it possible to configure mutilple instances like development, test environment for cognos application in a server (complies to the standard configuration) in which cognos is installed. Or these has to be in independent servers ?

try to install a new instance of cognos on the same machine. The installation directory is grayed out, so the answer is one instance on one machine

It can be done on one UNIX server (as long as the port numbers are different) but not possible on Windows.

Not even with Virtual PC?
(I never managed to get PPES 7.1 and 7.3 to work at the same time on a standard Win2K server, despite cognos claims about mixed environments).
