multiple emails

I need to send out about 60 emails to users in the company with info on new logins and passwords or an application we have. I have a text file with a list of usernames and pwds. I would like to be able to write a script VB or NT command line which would read each line put the line in the email and send it to the correct person, one advantage is that the login names are the same as the Exchange server alias's.
