What kind of development enviroment would be best when there are multiple developers on a project who need to be able to check out files and publish them to a web server during development?

At the moment, every time we make a change we check the file into VSS and deploy to the web server from there, but this seems a bit labourious.

Have you taken a look at Macromedia's Dreamweaver UltraDev? It has a checkin, checkout feature that doesn't seem too difficult.
