Multiple Columns with Multiple Groups

I am using Crystal XI and I am having trouble trying to format my report with multiple columns and multiple groups. The output needs to look like this:

A Shift B Shift C Shift
Call Group 1st Call Group 1 Call Group 1
lastname phone lastname phone lastname phone

Call Group 2 Call Group 2 Call Group 2
lastname phone lastname phone lastname phone

Call Group Last Call Group Last Call Group Last
lastname phone lastname phone lastname phone

Group 1st - inside city limits
Group 2nd - inside county
Group Last - outside county

I tried using using the multiple columns in the Section Expert with columns being displayed down instead of across and also used the multiple columns with mutliple groups, and it does not get the desired results. I don't need any summations at the bottom of the list.

Can someome offer a method by which I can accomplish?

Insert a group on {table.shift and then on {table. callgroup}. Format the details with multiple columns, down then across, and also format groups with multiple columns. Then format the group #1 footer for {table.shift} to "Print at bottom of the page."

I have everything fomatted just like you said, and that works, but the "Call Group Last" detail bleeds up above the {table.shift} group. How do I prevent it from doing that?
 
I don't follow. Please show sample results.
