Multiple browser windows open with popup in Dreamweaver CS3

I am working on a website where I want a small popup window to load as the site loads. I am using Dreamweaver CS3 and have used the "Open Browser Window" behaviour with the onLoad attribute. The problem I am having is that it does indeed open the window, but it keep opening many multiple windows of the same thing. I just want one window to open on loading. How do I prevent so many popup windows from opening? The problem can be viewed at

sounds like the target/loading window ALSO has the same behavior (body=onLoad....) applied. URL provided only preloads images no popups so I could not see it in action.
