Multilingual application

I'd like to develop a multilingual application and I find no subject about. Are there some web sites or documentation that help me do begin ?

I know 2 ways :
- One resource file with choice of the language in the properties (double dialogs and ids in StringTables)
- One resource file per language. It'll be more optimized but harder for the developement.

If someone has an idea.
 
Option 2 is much better. Though it is a bit more work, there are less headaches in the long run. With the first approach, the loading of dialogs is based on LOCALEs and Microsoft regrets the day it ever invented the API call "SetThreadLocale". Yes it works, but not exactly as intended. It is no longer supported. Dynamically loading resources via dlls is the way to go.

What OS are you developing on? I would suggest NT, 2k or XP but NT is the toughest of the 3 because of Language packs. My development was done on 2k.
