Tool tips in VB6 do not recognize/support the carriage return, like labels do.

As ANdy implies, this isn't actually easy in VB6, but the link he provides should do the trick.
That being said, if you don't really need a proper, full tooltip, you can fake it with a label control that you only make visible at the mouse pointer when the mouse is hovering over your control
