In Word 2013, when I use headings with one decimal place such as 1.1, 1.2, 1.3 and try to shift it to the next first level such as 2.1, 2.2, 2.3, it works fine. Specifically, I can achieve the following results:
1.1 Heading one point one
1.2 Heading one point two
1.3 Heading one point three
2.1 Heading two point one
2.2 Heading two point two
2.3 Heading two point three

However, when I try to make use of heading styles, Word 2013 does not allow me to shift to the next first level. I performed the following steps:

1.1 Heading one point one
Selected Heading one point one, right-clicked Heading 1, and selected Update Heading 1 to Match Selection

Then I typed Heading one point two, and selected Heading 1, it became:
1.2 Heading one point two

Then I typed Heading one point three, and selected Heading 1, it became:
1.3 Heading one point three

Then I typed Heading two point one, and selected Heading 1, it became:
1.4 Heading two point one

I manually typed over 1.4 to make it 2.1, however, it changed to 1.1.
The second thing I tried is: Right clicked 1.4, selected Set Numbering Value, selected Continue from previous list, checked Advance value, in the Set value to first box typed 2, and to second box typed 1, so that the Preview showed 2.1.
Clicking OK, made Heading two point one as:
2.1 Heading two point one

However, when I clicked Show/Hide button, I observed, a heading with 2 only is also inserted as follows:
2
2.1 Heading two point one.

I am not sure if I am doing it correctly or there is a better/standard way of doing it.

Sorry, but that's not how Word's multi-level list numbering works. Level-one headings would be just:
1
2
3
and level-two headings would be just:
1.1
1.2
1.3

Used together, you'd get:
1
1.1
1.2
1.3
2
2.1
2.2
2.3
etc.

Thanks macropod

In my case, I need not show number in Heading 1, Level 1. I need to show number only in Heading 2, Level 2. For example:

I typed:
Chapter One: Introduction to Computer Programming
selected Introduction to Computer Programming, and selected Heading 1

Then I typed:
1.1 Pascal and Pressed Enter
Then selected Pascal, right-clicked and selected Update Heading 2 to Match Selection

I typed:
Prolog, selected Prolog, and selected Heading 2
It became
1.2 Prolog

I typed:
Chapter Two: Digital Computer Logic
selected Digital Computer Logic, and selected Heading 1

I typed:
Boolean Operators, selected Boolean Operators, and selected Heading 2
It became
1.3 Boolean Operators

How do I make this in MS Word:
2.1 Boolean Operators

I need it as 2.1 because it relates to the Level 2 heading of Chapter two.

I need to make the layout like this:

Chapter One: Introduction to Computer Programming (Heading 1, Level 1)
1.1 Pascal (Heading 2, Level 2)
1.2 Prolog
1.3 VB.NET
Chapter Two: Digital Computer Logic
2.1 Boolean Operators
2.2 AND Gate
2.3 OR Gate

Your Chapter Two needs to have Heading 1, Level 1 and your Heading 2, Level 2 needs to be configured to re=start after Level 1.

However the headers numbering works as it is described by macropod, you can change format of level 1 numbering to maximally hide numbers, by:
- make the colour of font white (if you have white background),
- desrease font size,
- remove tabs.

As a result, you will still have:
1. Chapter One: Introduction to Computer Programming (Heading 1, Level 1)
1.1 Pascal (Heading 2, Level 2)
1.2 Prolog
1.3 VB.NET
2. Chapter Two: Digital Computer Logic
2.1 Boolean Operators
2.2 AND Gate
2.3 OR Gate

But it will be displayed as you like.

Thanks macropod and combo.
I followed the steps of macropod, but still could not get the needed results. My steps:

Typed: Chapter One: Introduction to Computer Programming
Selected the text and selected Heading 1

Typed: 1.1 Pascal and pressed Enter
Selected Pascal, right-clicked Heading 2 and selected Update Heading 2 to Match Selection.

Typed: Chapter Two: Digital Computer Logic
Selected the text and selected Heading 1

Typed: Boolean Operators, selected the text, and selected Heading 2
It became:
1.2 Boolean Operators

Then, selected 1.2, right clicked, and selected Restart at 1.
It became:
1.1 Boolean Operators

I could not accomplish:
2.1 Boolean Operators

combo, you provided a good workaround of hiding the number through white font. I am also interested in doing it through macropod’s suggestion. May be, I am missing some step in macropod’s solution.

It's not a workaround. It's exactly what macropod wrote how multi-lewel list auto-numbering works + possibility to format each level numbering. Don't type 1.1, 1.2, 2.1 etc. The steps:
(1). format each level as Heading 1 or Heading2,
(2). apply auto-numbering to headers,
(3). format level 1 of auto-numbering.

Thanks Combo.

Your solution works well, if I use manual formatting. I performed the following steps:

Typed:
Chapter One: Introduction to Computer Programming (Line 1)
Pascal (Line 2)
Chapter Two: Digital Computer Logic (Line 3)
Boolean Operators (Line 4)

Then selected Multilevel List and selected 1 Heading 1 1.1 Heading 2 from the List Library.
Then selected Heading 1 for Line 1, Heading 2 for Line 2, Heading 1 for Line 3, and Heading 2 for Line 4.
Then selected numbers of Line 1 and Line 3, clicked Font and set the Font color to White. I got the following:

Chapter One: Introduction to Computer Programming
1.1 Pascal
Chapter Two: Digital Computer Logic
2.1 Boolean Operators

The links provided by macropod have guidelines of accomplishing it through List Style. Here, still I am struggling to accomplish it through List Style. I performed the following steps:

Clicked Multilevel List and selected Define New List Style
Entered Name as Headings
Clicked Format and selected Numbering
Clicked More
In the Click level to modify, selected 1, cleared Enter formatting for number and entered Chapter.
From Number style for this level selected One, Two, Three.
In the Click level to modify, selected 2, cleared Enter formatting for number.
Selected Level 1 from Include level number from.
Entered . in Enter formatting for number.
Selected 1,2,3 from Number style for this level, and clicked OK.

Then typed:
Introduction to Computer Programming
Pascal
Digital Computer Logic
Boolean Operators

However, When I clicked Heading 1 for Line 1, no numbering appeared. I think Heading paragraph styles are somehow not linked to the List Style Headings

You don't seem to have looked at the attachment to the first link in my previous reply. That document demonstrates the multi-level list numbering attached to heading Styles (starting from 6 but easily reset to start at 1). Here's another link, with an attachment demonstrating the same principal but starting from 1 in Heading 2 (Heading1 is unnumbered):
