Multicast forwarding in Windows 2k Server

I have been hitting my head against a wall for a few weeks now trying to get multicast routing working via IGMP(I understand it is not a "true" routing protocol, but from what I have read, can be done).
I have 2 networks, 1 with a 10. and the other is a 69. The 69. network has the multicast router. I have the server set with the following:
IGMP---69. set to proxy -------10. set to router mode
NAT----both set to LAN

When I initiate a stream on the 10. network, I can see the multicast router on the 69. start streaming. However, I can't get it to forward from the 69. network over to the 10. network via the server. Any suggestions?
