Multicast Forwarding IGMP Pruning

I have a Procurve 5406 and I'm trying to propagate a multicast to all the vlans. I have pim-sparse running on all the subnets. I do get the multicast to forwared but occasionally it will get pruned to one of the vlans. I am trying to set it up so that this multicast will allways be forwarded to my target VLANs. I used the ip igmp forward command on the port where the multicast originates but this did not work. This multicast is a time update to our IP phones and when it goes down they don't reconnect to their time updates until I get the multicast forwarding their vlan again. Config is as follows.

Any help would be appreciated.
