The easiest way to setup multiple users and avoid the constant switching of IDs is to setup a bat file for each individual user. Notes knows which user to open up based on the notes.ini file. If you set each user's bat file to copy their individual Notes.ini into the directory and then open the program, it is then customized for each user.
Contents of bat file for user 1:
xcopy c:\user1\notes.ini c:\notesc:\notes\notes.exe
Contents of bat file for user 1:
xcopy c:\user1\notes.ini c:\notesc:\notes\notes.exe
