Multi Use Access Database Help

I have an Access 2003 database that we use that has multiple tables, forms and queries. It is configured in a front-end / back-end scheme on our network.
It is a shared database and is being used by about 3 or 4 people in the plant. The problem is that whenever there is more than one person in the database at a time some of the forms lock and you cannot exit out of the form until the other person gets completely out of the system.
I've looked at record locks only edited record, all front ends open in shared mode.
Can someone help shed some light on this problem.
Any ideas or suggestions would be appreciated.

Has this ever worked? Do all users have total rights on the network folder containing the MDB file(s)?

If this was an A2k db I would suggest the following:

http://www.granite.ab.ca/access/performanceldblocking.htm

It does make a significant difference in A2k.

Not sure if this is relevant for an A2003
