Multi Site SCN issue

We have about 8 sites connecting on a H323 SCN. Our current setup is where one site is the Hub of the network. All site's need to be able to direct dial over the SCN to each other. Currently they can do that. The problem is we are trying to move this "HUB" to the site where our Data Center just moved to. I suspect there are some serious routing issues at play here. I guess I have two questions,

1) is this right or should all sites have a connection to each other?
2) What could be wrong?

When I move the "hub from Site A to Site B I have problems. When I am at Site A and try to call someone at Site C (through Site B now) I get their Voicemail, one ring right to voicemail. However Site C and call me at Site A fine. Before we moved them to Site B it was working fine when Site A was the Hub. I want to tell them that it is better to just leave it and I know I am missing something here.​

I also noticed Ping Issues when I try to Ping Site C from Site B where 1 of the 3 packets drop.​

if your network is not stable then there is no sense in trying to get the IPO to work.

You need to ensure that the network is bullet proof before doing moves like this.

You can have h.323 lines (SCN trunks) from each system to each system or you can use a centralized system that all other system register to. Mesh or hub and spoke are both supported.

Depending on if you use direct media or not you have to make sure that IP routing is possible between all sites (and phones from these sites) (with direct media) or only between one IP office and the next hop IP office (without direct media)
 
I can honestly say the Network here is FAR from bullet proof. Swiss chess has fewer holes in it. I will say when all was going to Site A it was fine. We also had the Web as you discribed but someone advised us that was bad and Avaya systems didn't do that well. I think we will go back to that.

I tried with out direct media path and the results are the same.
