Multi-Person Web Development

I've got a situation where multiple people will be maintaining the same web page with Front Page and would like to ensure that when a person begins to do some maintenance, he/she downloads the current version of what's published, makes their change, and publishes the latest back to the web w/o overwriting other changes. How can I accomplish this?
