multi-column down then across subreport

I have a fixed dataset that I want as a multi-column sub report. I had it working a few days ago. I put the subreport on a fixed height subreport to force the columns to happen. The can grow property of that subreport control is no. Then I put that subreport on the main report with can grow set on that sub report control. The middle subreport displays correctly if run as a main report in print preview. When the main report is in print preview, it displays as a single column as if the length is not limitted.

While I have changed the dataset length and the height of lowest level subreport, the determining factor seems to be an upgrade from Access 2010 to 2013. Hopefully I can confirm tomorrow but are there any thoughts?

Because it is a fixed list, my possible workaround is to put all the literals on a subreport.
 
NVM, I'm a liar. A restored backup was involved and I forgot to check first level subreport control for source object. - Ask, find problem, look foolish.
