MSSQL 7.0 server administration policy 1

Hi,
I have been ask to form a standard policy for administration and designing of our enterprise database server. This server will be shared by multiple s/w developement teams.What are the things that I should take into account will forming this policy? Where can I get help regarding this?

Some of the things I would consider are:

Planning - I would suggest a logical database model for each database.

Security - access levels; who gets to use the database and on what level

Backup - MySQL can handle very large and very many databases but can the server? How often should the database be backed up and by whom?
