MSL2TP.exe setup doesn't finish

On a Windows 98 client system:
I have downloaded and installed the update for DUN 1.4 and rebooted. Next I ran the MSL2TP.exe setup file. It shows the EULA box and I click OK, looks like it's moving or installing files as the Icon stays animated but it NEVER FINISHES.
I've let it go for 30+ minutes and have repeated this process 3 times.
I have stopped all other background applications (NAV, etc.)

Any ideas????

Do you have IE 5.5 or later? They require 5.0 or something like that. Other than that, I don't know.
