MSINFO32 starts up Help & Support

I've attempted to run MSINFO32 on my XP sp2 system and am being taken to the Help and Support application. I've attempted to execute the application using the entire path at the command line and get the same result. I've also tried WINMSD and am taken to the same screen. I've only found one thread related to this and did complete the suggested re-registration of several dll's. Still no luck. The end result of that thread was a reformat of the problem machine. That's not an option for me as this is also a development machine. It's almost like the target path is pointing to Help instead of where it should be but I'm unaware of how to correct that. I'd appreciate some guidance if anyone has experienced this before.

 
As for changing the the target , right click and go to properties of it. That will let you. As for your other problems I cant help with sorry.
 
One of these might be what you have already tried, but that leaves you another to look at?
