msiesh.dll error - can't access internet explorer or netscape AT ALL! 1

I have a friend who doesn't have access to IE or Netscape (these browsers don't work on his computer), but his internet connection still works. As soon as he starts his computer, he gets an error message stating "msiesh.dll caused an error in Internet Explorer. Internet Explorer will now close". But he hasn't even opened IE yet and this message pops up!

How would he remedy this problem since his browsers don't work? Thank you.

You dowload and place on a floppy disk:
