HA, a silly thing this one.
Open 1 IE window, resize it to the max screen, then maximise it and close it.
Open one again and it should be maximised or alt least the size of the screen.
Of course, if you rightclick the shortcut, properties, you can define to open it maximised, but that's only valid for the shortcut. If the answer is here, mark it, others can benefit from it too.

I have used this for a couple of years, when I got fed up with trying all of the home-made remedies to make IE open maximized (none of them ever worked for very long, if at all).
