MSI creation

How do I go about making a MSI file? Are there programs out there that do that or do I need to get the file from the vendor?

Ideally get a file from the vendor if they supply on otherwise you can use a third party packager such as Wininstall LE (the 2000 version is on teh Windows 2000 server CD unfortunatly the 2003 version now costs).

That is just one solution there are tons of MSI creation packages out there including Orca from MS but this is a bi of a beast.
