MSI board 694T Pro Version 5 ALWAYS requires a card in the ISA-slot

Hi!
Very strange things (in my opnion ) happens.
I got a MSI board 694T-Pro V5.
This is a socket370 board. I used a celeron850 and 256 mB RAM.
Once I placed a videocard in a PCI-slot the machine failed to start-up.
I flashed latest Bios; same result.
I placed AGP-video card (Radeon 9200 SE - 128 Mb) same result.
Than I placed a ISA(!) card in the ISA-slot and the systems starts up.
I replaced the ISA video-card with a ISA-NIC and the PC starts up.

So it seems theer must be a ISA-card placed always.
But why ?
Maybe a BIOS-setting ?

Start in Safe mode, remove all video cards from Device Manager, do not restart after clicking OK, uninstall all video card software from Add/Remove Programs in Control Panel, restart, go into BIOS, change the 'Primary Graphics Adapter' setting in 'PNP/PCI Configuration' to 'AGP', save the change on the main menu page, shut down, install the AGP card, restart, let Windows recognize it, and reinstall its drivers.

If you want to install a PCI video card, then select 'PCI' for the 'Primary Graphics Adapter' in BIOS.
