i guess i just had to read the help file (the help file is buried in c:\winnt\system32\directory syncronization\docs)...you would think a help file would be in the program group.
To modify the wakeup interval values, you can add the DWORD values SyncIntervalForward and SyncIntervalReverse to the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSDSS\Parameters
