I agree with Will, though it will be quite time-consuming for a copy cat effect that serves only as a gimmick.

Two layers one with the heading and down arrow only

Second with heading, up arrow and content

Onclick downarrow hide this layer and show layer with content. Onclick uparrow hide content layer and show layer with down arrow
