MSDE 2000 cannot start on BES server ,please help

Hi all, I am trying to install the MSDE2000 SP3 on Win2K Server SP4. After the installation , I then Start the SQL server and you get this message "The procedure entry point CM_get_DevNode_Status_Ex could not be located in the dynamic library SETUPAPI.DLL " very strange , at this stage I am not sure what happened but I need some advise or help , did I miss any thing?

I installed this on another machine with Win2003 Server with no problem at all. Please give me some tips to solve this . Many Thanks
