I work in a government environment that does not allow ActiveX files on the computers. What specifically does MSDATGRD.ocx contribute to Access. Can I run a lean database with forms and queries without having MSDATGRD.ocx. I already have the database up and running. I’m trying to figure out what features I may need to eliminate to make it run without this or any OCX files. Is this possible.

It is not an Access control; it is VB control. It will be visible in Access if you search for external controls and it has been installed by VB bu that doesn't mean it is usable in ACcess.
(I don't know what you mean by ' a lean database'.)
 
Does this mean that if MSDATGRD.ocx is not installed that VB code will not run?

If it is required by your application then it must be installed on the user's pc.
