MSDAORA error with oracle linked server

We have a sql cluster active/active os and sql both on SP2
both have Oracle network tools installed.

server names are CS1 and CS2

With CS2 I can connect to an Oracle linked server and run DTS packages and t-sql statements.

however, with CS1 I cannot, when submitting a statement I get the error

"Server: Msg 7399, Level 16, State 1, Line 1
OLE DB provider 'MSDAORA' reported an error.
[OLE/DB provider returned message: Oracle error occurred, but error message could not be retrieved from Oracle.]"

But I can get to the linked server via ODBC and view tables

If you have CS2 Working as linked server
are you connecting using
Micrososft OLE DB Provider For Oracle

have you got Logins for oracle?
