Windows2000 Professional does not have msconfig installed.
Is there any disadvantage or contraindications to installing msconfig in W2kPro, or in WinXP Pro?

You can download the MSCONFIG from WinXP and use it in Window2k, just download it or take it from a copy of XP and dump the file into ur System32 folder. There are other programs you can use to tweaking your start try searching google for tweaking programs.
