msbuild equivalent of ASP.NET "Publish"

I've tried doing the "msbuild" for one of my web applications and it doesn't copy the "Service References" or "Web References" folder out to my output directory. If I go into VS 2008 and just right-click on the project and select "Publish", it does exactly what I need. Does anyone know the command-line equivalent in msbuild to take care of this?
