MS Windows 10 fails to completely start

On my Surface Pro original addition when I power up the Windows log on screen shows. I log in and it starts to load. Before loading is complete it stops with the Blue Screen indicating a problem and has the message Memory Management. How can I trouble shoot this? How do I get to safe mode or can I.

I would download the Ultimate Boot CD ISO image and then create a bootable flash drive that you can use to boot to. Because the Surface Pro doesn't have an optical drive, you have to have your tool on a flash drive.

Boot up and run the Memtest86+ for at least one round (made up of many tests).

So, since I have another computer I can do the down load. I can then put the flash drive in the Surface. Will it start automatically when I restart the surface or is there other selections I have to make. If there are other things I must do, please describe the sequence of those events.

I went to the first link and did not see anything that looked like a download for USB booting. It looks like the second link is Linux only. Can you or anyone else provide more information please?
 
Scroll down the page - in the section MIRROR SITES. Pick a download location. Save the ISO file.
Use the other link to create the bootable flash drive.

You will need to access your boot menu in the Surface to explicitly tell it to boot from the USB device.
I saw this info online, but I don't know which model you have, so you might have to search by your exact model ("surface xxx boot from usb")

Insert usb bootable flash drive
Hold the volume-down button.
Press and release the power button.
When the Surface logo appears, release the volume-down button.
The Surface Pro should boot from the attached USB device.
