MS VSS Shadow Help!

I have VSS and i want to share some documents on my web server. So i am shadowing those files to the server directory. But when ever i update the files in the VSS database, the shadow'ed directory does not get updated. Is this suppose to happen? How can i make it so that the shadowed folder will automatically be updated whenever new files are updated in my vss database? thank you
