MS Visual Studio 2k3 wont install completely for C#

I need to Install Visual Studio, because the class Im taking requires that i use it (my handle is "NewbieStudent" for a reason). I do not have IIS installed on my computer, but wherever I go, I hear that I shouldnt need it, because Im not going to program for servers. When I install the .NET Framework, and the SDK, I get a 'Visual Studio .NET 2003' folder, but no application! Within the Visual Studio folder, the filepath should be Common7/IDE. The only files there are visualui.ttf and .dll files. I have looked everywhere else inside the VisStudio folder, and find nothing.

Has this happened to anyone else? How can I fix it?
