MS Surface Go

I'm looking for a portable laptop with a budget friendly less than 600 bucks for my php programming, photoshop and autocad.

And I saw this MS Surface GO. I read some mixed review about it. I also found some video on youtube it's running smoothly with photoshop.

But I'm thinking about the specs it has
CPU: 1.6GHz Intel Pentium Gold 4415Y (dual-core, 2MB cache)
Graphics: Intel HD Graphics 615
RAM: 8GB LPDDR3 (1,866MHz)

CPU is slower that i3 , this specs really can handle photoshop ?

Depends on what functions you are using. AutoCad is the bigger resource hog. Photoshop, if you're just editing images, no problem. If you're rendering then it may not have the performance you're looking for. Your $600 budget though is the bigger issue. Not sure you're going to have a better option for that cost.
