Somehow the MS sql 2000 got wiped/corrupted on our Crystal server (running version 9). I re-installed MS Sql msde 2000 and the services are running, however the APS service will still not start.

Is there a way to recover our CE installation without re-installing CE again?

Hi,
if the APS database tables are gone, then there is no way to recreate what you had..everything, mostly, the CE 'knows' is stored in that database.

If no backup exists then you have very little option other than a reinstall and republishing all the existing reports and resetting the security info.

You might not have to reinstall the app, however. You could repoint the APS to the new database, and they would likely be prompted to re-initialize the database. Your report meta-data (aka links, folders, groups, etc.) will be GONE, as stated above, but if you have a biar file of the data you could then import that and go from there.
