MS SQL Client

Hi all,
We are developing a 3 tiered application (Client, Application Server & DB Server) where we have a requirement for the MS-SQL 'client' (or some of its components) to be installed on the same computer as our Application Server. This is so that the App Server can communicate with the DB Server (MS-SQL 7) through the Borland Database Engine (BDE).

The situation is that we wish to set our system up on an ASP. There is an issue here regarding security as the application will be run over the internet & the App Server will be setup on an existing web server machine & will communicate with a SQL server in another building. The ASP people are concerned that someone accessing the web server could also access the SQL interface (Query Analyzer particularly) and hence view/edit/corrupt databases. It seems a little over the top to have to install the whole SQL client. Are there some specific DLL's which could be included as part of the installation process for the App Server to acheive this and are there any legal issues involved with doing this?

Any help would be appreciated.
