MS Server 2003 and 28bps limit.

When I connect to our server, the Windows Task Manager Networking tab shows that the RAS Server (Dial In) Interface's Link Speed is 28Kbps.

First, I Don't want dialup, I want a broadband connection. When I do connect I can see it is not over a modem, but the connection is still limited to 28Kbps.

How do I fix this so that my Link Speed is "normal."
